what makes this burning sensation??

ok, so i made another lotion with the same recipe, and added a perservative Microkill cos. it's ingredients are very similar to those of optiphen, as i found here on the forum.

here's the list of the ingredients:
INCI: Phenoxyethanol (and) Caprylyl Glycol (and) Chlorphenesin.

the burning sensation i feel only on my face for maybe 5 seconds after applying it, and after that it's ok. i don't feel it on my hands or anywhere on the body. i'm sure i used it in normal quantity (it says 0.5 - 1.5%, and i used 1%).

so, what could it be?
 
On another forum someone posted that they dont' use optiphan because it irritates their skin. Maybe it's the preservative that is doing it?
 
it is the preservative, i made a facial toner and used optiphen. when i use the facial toner i feel that burning sensation and i just used it at 1%
 
may it be only some people feel it - some of my friends and family tried it, and it was fine to them, it heats only to me..
