Water solubles in SOLID anhydrous lotion bars?

How can water soluble ingredients (like liquid panthenol, glycerin, hyaluronic acid, etc.) be added and stabilized in solid bar products like lip balm or body butter?

Some brands claim this on their labels. How is this at all possible?

Solubilizers like polysobrate 80? ... and at what usage rate?
 
Emulsifing waxes such pola wax? I used it for my shampoo bars and lotions but haven't try them in body butter bars yet. They came in pellets form and need to be heated to melt and mix with other ingredients. After cooling down they will be solid again.
