SPF 15 in Lip Balm Base

I am using a prepared lip balm base from Aroma Haven that has an SPF of 15. Do I ignore that on my labeling, or can I state it since Aroma Haven must have gone through the FDA testing, etc.? My gut says I probably need to leave the SPF statement off the label, but since the SPF ingredients are in the ingredients list, I can verbally point that out to customers?
 
Are you adding any oils/waxes/butters to it? If you are only adding color or flavor, it would make sense that you could claim it. You might want to read up on the regs, they might requre you to test it every single product to make any claims. Government does not always make sense.

That's just it....this is one of those silly things, I think. I can't find anywhere in the regulations where resale of, essentially, an OTC "drug" is specifically addressed, so if anyone else sees it in the regs, let me know where it is. I don't add anything but flavor, and the sun screen ingredients are clearly listed on the label, but I'm betting I can't relabel it's SPF15 without going through the arduous expensive process that AH already has gone through!
