While that's true, it's not recommended. It takes an experienced soapmaker to know how much NaOH to add and have a reason for adding it. NaOH in a KOH soap will fight to become solid over time. If you bottle it up, stick the bottle in the cabinet under the bathroom sink and let it sit for a year, it will congeal to the point where it is no longer liquid enough to pour.
