Lip Balm Makers please help!

I bought a premade lip balm base and tried to add flavor oil to it, but the oil would not mix in for some reason...It is candy flavoring oil if that helps..I had read that people have used that successfully in lip balm so thought I'd try it, but it just bubbles up like when you combine oil and water. What am I doing wrong?

Nevermind, I just answered my own question...the flavors are water based, not oil based...the store had the ingredients label covered with the price sticker. So I just assumed! I'll never do that again!

I have seen waterbased flavor oild before, kind of an oxy-moron...
