Intentional TD spots to mimic snow?

Hi Wonderful Soapers,
A question for you. Can you use unincorporated TD, say sprinkled into the oils with a sieve, to create an intentional spotted effect to suggest falling snow? I need to make a soap with a winter theme and thought that might work. Anyone have any thoughts on this? I thought using a white bottom for the soap, then a bluish "sky" with the TD spots as the falling snow. Might this work? Has anyone tried it? Would I be better off making embeds and layering them throughout the blue section? I'd sure appreciate your ideas here! Thanks so much!
 
I don't know if that would work or not. It seems like when I see TD specks, they tend to look smeary. But then I'm sure the TD was dispersed in some oil or something. I think you might have better luck with a finely chopped white confetti.
