There are several levels of fragrance safety.
**Candle safe fragrances are safe for non bath & body application such as candles, sachets, pot pouri, etc.
**Soap safe fragrances are safe for items that will be rinsed off such as soap & body wash.
**Body safe fragrances are safe for applications where the item will be rubbed into or sit on the skin w/o being rinsed off such as scrubs, mists & lotions and all of the above items. Also safe for rinse off applications.
**Lip safe fragrances are safe for items that go on the mouth (or sometimes eye) area like flavored massage oils, lip balm & rinse off & leave on applications.
Each fragrances has a different flash point & this will tell you if it is an oil that can be used in a burning application, candles, gel candles, etc. I am not familiar w/ candle applications or flash points. You will need to research this in detail.
Without reading the bottle I can't tell you which applications are safe to use that particular oil in. It should say, or there should be a phone number on it you can call. I would recommend shopping online at a reputable soap making site. The oils online are probably only a fraction of what you would pay at Wal-Mart & all of the safety info is available along w/ people in customer service to help w/ any questions you might have.
If you put the wrong oil in a candle you have a VERY dangerous situation.
If you put the wrong oil in a scrub you could burn someone severely.
