should a face moisturiser be formulated with the same percentages as a body lotion?
any help for a newbie on what the guidelines should be?

Depends on what you want in a face moisturizer. I make thinner lotions for my face lotions, but some customers like thick lotions. Like soap it takes time and testing to hit on acceptable to your and /or customers. I do not use face lotions so I am not a good judge I just know what my customers like. One difference in my face lotion are different additives. I also do not use any butters in my face lotions
