Don't use vinegar with citric acid - seems that it creates a rubbery soap, from what I've read (not personal experience).
I've used anywhere from 50% to 100%, depending on whether I've master-batched my lye (you cannot masterbatch with vinegar as @cmzaha noted above).
I use the SoapMakingFriend soap calculator to do the lye adjustment for me by listing vinegar as an additive and checking "adjust water" right below that. However, beware that this function does not work if you are using master-batched lye! In that case, you have to manually calculate the extra lye needed.
