If I use a fragrance oil that says it discolors to a dark tan, can I offset that by adding titanium dioxide to it? Or any other colorant for that matter?

TD will help some, yes, but it is most likely vanillin content in the fragrance that causes the discoloration. Other things can cause D too, but vanillin seems to be the most prevalent. You can try a vanilla stabilizer mixed with your fragrance oil before you add it to your soap. Nature's Garden carries one, I believe WSP has 3 different ones depending on the application, I am sure other suppliers carry it too.

Another colorant will turn out looking like color + brown, and that is usually not very pretty.

Well I think I am ok with the discoloration. It is a vanilla fragrance and I was going to keep a portion of it the color it wants, add td to another portion and add cocoa to another portion and swirl these colors. I was hoping i could get the color to lighten a bit so you can see the different colors :)

that will probably work, the differences may be subtle, or it could turn out beautiful! but it's certainly worth a shot. GL
