Cream Base Way Too Thick

I'm hoping someone can give me some advice.

I had this big idea to make very quick hand/body creams for my mother for Mother's Day. I bought an ultra premium cream base from NDA. (I found it's extremely thick, almost like a wax consistency.) I added essential oils and some phytokeratin, etc, and managed to get into some bullet bottles (with different types of lids; pump, etc). I discovered (utter frustration) that the cream actually doesn't come out of the bottle; it's just much too thick.

Here's my problem:

- NDA says not to add more than .5% additives to their bases
- I guess adding distilled water is out of the question; it sounds like this will be the kiss of death, unless I start adding emulsifiers and preservatives
- if I can't add water or more than .5% other additives, and since there's no way for this thick paste to come out of a bullet jar, and it seems to be a no-no to put this stuff into a wide-mouth jar since this invites germ/water infestation when the user dips possibly wet fingers into it, what in the world is the secret to making this thing work? And does someone sell this solution?

If anyone has a solution to offer, I'd be very, very grateful. I'm going to try making a cream base of my own, but don't want to throw out the pre-mixed base that's left.

If the cream base already has a preservative in it, putting it in jars is fine. That's one of the points of the preservative, is to keep it a unfriendly environment for bacteria to grow.
 
Since this is basically identical to the post we have on our own forum, I'm guessing you are the same person. In the off chance that you're not, here's what I wrote back:

The reason we say not to add more than .5% of additives is because if you add more, the chemical bonds and consistency will change. If that's you aim for (to change the consistency) then go ahead and add more water. The only difference between lotions, creams and milks is the amount of water. While there's already a preservative in the cream, you may have to add a bit more, depending on how much water you add.
Perhaps you might have preferred the lotion base?
Creams typically go in jars and lotions in bottles.
