clouding of liquid soap

Hello, I have been producing liquid soap for a while. With olive oil-coconut oil-castor oil and sunflower oil. I add 20% glycerin. I dilute the paste with 1.6 times water. But sometimes a white layer forms on diluted soap. Sometimes it doesn't happen. Does anyone know what this white stuff is? Fat? potassium hydroxide?

100 gr olive oil
120 gr coconut oil
140 gr castor oil
330 gr sunflower oil
120 gr glycerin
480 gr water
151 gr potassium hydroxide

final total weight x 1.65 water

Sometimes this formula is great, sometimes it's cloudy like this.
 
How clean is your water? The other ingredients should be more consistent. One of the first things I learned about Liquid soap is how minerals added to water can react. They call it "soap scum", but it's the minerals in the water that keep that stuff on the shower walls.
