Beginner question: factoring Preservative%

I've subscribed to Susan Barclay Nichols blog and have been playing around with emulsified scrubs for personal use.
Well I discovered from the blog that I was using the wrong preservative--Liquid Germall Plus (I'm ordering Optiphen Plus). I made a 100 gram test batch and it occurred to me that I had no idea if I had to account for the total batch weight with the sugar included or without?
If not I may have used too much Germall Plus...I don't know lol
I used 1 gram Germall Plus in a 100gram base recipe and added 150 grams sugar that. If its not counting sugar I think I used too much. If it counts the sugar I didn't use enough....eek. Is there a way to work it out easily for those that are not very math oriented?

The total bath = everything in the batch before adding the preservative. IMO, that includes the sugar. Phenonip is recommended for sugar and salt scrubs. Usage rate is .5% to 1% of the total weight of the recipe.

100 gram base
150- grams sugar
250 grams total x .5% = 250 x .005 = 1.25 grams
