1st attempt at shower steamers

It does look like something is re-crystalizing. I've never had menthol do that (not to say that it couldn't, however). Do you have any butters in your steamers? Because that's how my bath bombs looks when some of the butters aren't evenly incorporated.
Thanks for response! No, I don't have any butters. I'm using baking soda, citric acid, polysorbate 80, menthol crystals (and rubbing alcohol to melt), and the essential oils. So weird! And I'm using a mixer to try and mix very well (and also hand mixing). I have been melting the crystals in rubbing alcohol in a warm water bath. It does melt, but maybe I should make the alcohol warmer?
 
I'll also try mixing even more to see if that will make a difference. The other day I made the same recipe twice (same essential oil and everything).The first batch came out fine, the second batch had all those spots.

I'd omit the polysorbate 80 and see if it works better for you. I've had similar looking dots on both batches that I used PS80 in, but not in any of my other batches.
