WSP Kaolin Clay- how to use?

Bought some Kaolin clay from WSP and it’s not labeled water soluble. When I contacted the company, this was the response -
“Thank you for reaching out, Kaolin clay will mix with both water and oil,When added to water it will become a paste. But it is insoluble.”
Does that mean the paste is water insoluble?

The clay will not dissolve but it will suspend in water if you add enough water. Clay is composed of inorganic minerals - think rocks ground down to powder. As you add water the mixture will form a paste and then a slurry if you add a bit more water. The same thing will happen if you add oil instead of water.

I put it in my fragrance oil or in a little oil pulled from my recipe and mix it with the clay. Otherwise, I end up with clumps.
