Why am I getting drag marks like this?

I agree with checking your wires for bumps and curves. If that's not the problem then I would let the soap sit for another day or so. It may just be too soft yet.

My opinion might be the odd one out, but I think your soap might be too hard. So you really can't go through soap in one smooth motion leaving those marks. It looks like your cutter or knife stopped and then start cutting again. I hope you know what I mean, it's like when you are cutting hard block of cheese.
I am using big knife and this happens if I use it on soap that harden too much.
Now I usually cut the morning after, so when soap is around 16h old and get really smooth bars.
 
those marks look a lot like when i first received my wire cutter. i was too excited and didn't fasten the wires first, doh! i was lucky none of the wires broke.
 
Should I tighten the wires cause I never tightened them after I received my cutter
 
yes, you should make sure your wires are fairly tight. Too much give in them could also be causing some of the drag marks. I tighten mine after every few batches or at least check the tension on them.
