Where do you find essential oil percentages safe in products

I didn't know where soapers go to find the amount of essential oil that is safe to use in a product. I myself am interested in making perfume. Are there any good books or reference sites out there? Thanks

Right now I'm reading The Complete Guide to Creating Oils, Soaps, Creams and Herbal Gels For Your Mind and Body by Marlene Jones.

It's mostly about the use of essential oils, that's why I checked it out from our library. I've been soaping for over 6 yrs & I've learned a lot about EO's so far from this book.
