Where did my bath cookies go wrong?

I found this recipe on Fresholi's web site and I thought I'd try it out.

500g Fine sea salt
100g Bicarbonate of Soda
70g Cornflour
20mls Light oil ( eg Sunflower oil)
2 eggs
8-10 drops of EO/FO

I did exactly what it says, but when I put them in the bath they just sank to the bottom and didn't do anything!!
I can't think what i might have done wrong! :(

I baked them for 10 mins ate 180 degrees C ( gas mark 4)
 
what are they supposed to do? I've not tried making any myself because I don't see what they are supposed to do, nothing to make them bubble and nothing to make them fizz.
this recipe makes me think of a bath salt did it dissolve at any point?
 
Years ago I bought bath cookies, just to see what they were like and they had ingredients similar to yours. On the instructions it said to crumble under water. So really all they were, were solid bath salts.

To be honest I thought they would fizz - a bit like slow bath bombs :? but they just sink! :(

Well, at least I didn't waste any expensive ingredients :)
 
They won't fizz w/o citric acid.

I do not care for bath cookies, they do sink & they do not disolve unless you crumble/smash them which takes way too much effort.
