Accuracy: The net quantity of contents (net contents) declaration must accurately reveal the quantity of cosmetic in the container in terms of weight, volume, measure, numerical count, or combinations of count and weight, volume or measure. Reasonable variations due to loss or gain of moisture, or deviations in good manufacturing practice, are acceptable. In case of an aerosol product, the net contents statement must express the net quantity of contents expelled.

Knowing that (straight from the FDA cosmetic labelling page), does anyone here think that it would be inappropriate for me to label my soap as "At least 4 oz/113 grams", since my soaps will never be less than 4.5 oz, but more like 5 to 5.5 oz? I just want to build in a cushion because these would be on a preprinted window box.

Personally, I think if I read the FDA correctly, this would be in compliance.
 
I would drop the "At least", and just use the minimum weight in your manufacturing tolerance range as the declared weight.

So in your case, as your tolerance range is 4.5-5.5 oz, I would list the weight on the label as 4.5 oz.
