The more I read about lotion bars the more I realized that lotion bars and lip balms are basically made out of the same ingredients. The only variation I could figure out is you'd want to use flavor oils to scent the lip balms and fragrance oils for the lotioin bars.

Am I missing something or are these the same?
 
They can be. But I tend to make lip balms a little softer so there isn't drag across sore lips. If I out the lip balm in a pot, it's even softer, so that it can be "scooped" with a finger. But that is more proportions rather than ingredients.
 
Yes they are very similar. Like Mellifera I like my lip balms softer so use less beeswax.

But for a lip balm I would put greasier/heavier ingredients eg shea butter, olive oil as lips tend to need something heavier and more moisturising. (Castor oil is nice in lip balms and gives a nice shine - wouldn't want it in a lotion bar though).

Even though I have v v dry skin, for a lotion bar the only butter I would use is mango butter which is a lot drier than other butters. I would also add some IPM or IPP to make it less greasy/heavy and stick to dry light oils like apricot kernel, fractionated coconut, almond.

Also note that some ingredients don't taste nice and so I would exclude them from my lip balms eg olive butter.
