I know in Australia non-pasteurised is not allowed. Big prob for some of our cheesemakers, not sure how it applies to soap tho...
my BIL works for NYS -something to do with the dairy industry - so I'll send him an email. That, of course, would only be NY - but it might help figure out where to go to find out in other states.

He may not know - he deals mainly with production and pricing, and not with other legalities - but he should have some idea how to find out.

I just posted an answer to this on the other side of the world  but I really don't see how you can put unpasteurized dairy product into an MP base. How could it not go off?
I know Topcat has used buttermilk powder in her MP soaps, but I would almost guarantee that is pasteurized before being dehydrated to powder form.

I never stated that I was selling my soap. I merely stated that I have successfully incorporated 5-6 T into my MP base and it made for a very nice, creamy, bar. I see no difference whether using raw milk or canned milk. These are certified goats that are used for pasturized milk. I know the breeder and I am able to get it also unpasturized for free. Several soapers on another forum also do this successfully, in fact the statement was made about label appeal due to the addition of goat's milk. I have only made and used for immediate use. I, personally, would not add vegetables or fruit to base either. However, I see sites where all sorts of this stuff is added to the base. I hope this has cleared the air.

I addressed this over at CT where you posted.

I was asking, not because I care what you do with your soaps, but because it was information that *I* as a soaper wanted to have. I.e., if there came a time that I wanted to add raw milk to soap I wanted to know what the legal ramifications are.

I called some people in the NYS government (My BIL with the NY D of A "diary board," then the NYS Department of Health). Basically there don't seem to be any regulations regarding it, and that "for human consumption" means actually eating or drinking (aka ingesting) and not "using". Which was good to know. Now different states may vary.

So I was referred back to the FDA who doesn't seem to have a stance on using raw milk in SOAP. In syndet bars (many MP bases are syndet), though, there may be issues with selling (yes I know - you are not selling - but some do) due to the potential for a high bacterial load and because syndet bars are "cosmetics". But it's not something they would come after a seller for unless there was a reported problem - then, as with any cosmetic, the onus is on the producer to make a safe product.

This said, I was told that NY State DOES regulate the selling and giving away raw milk - independent of the intent of the recipient. Many other states do as well.

Let me add that I personally don't care what you do with your soap or your milk. I was asking because I wanted to understand the legal implications and hoped that you already knew. I never said you were doing anything wrong.
