Shrink Bands

Are there any regulations what items need to have shrink wrap/bands on them?
Does it make a difference how they are sold (wholesale/retail/direct/online, etc.)?

I am going to add balms to my selection of soap and am wondering if I need to seal them somehow. The tins they are seem to close well but I am worried I need to comply with some kind of regulation...

i seal them just so they don't get contaminated ... plus they're really cheap and add a professional touch to the end product ... sks bottles has them .. like 144 for 5 dollars
