I'm going make a web site. Some of my soaps I want to sell have a designer (type) fragrance. Will I have any problems? I heard that your allow to do it if you sell in this country (USA), but not in Europe, because of European laws. Can I ship these soaps to Europe and Canada? Do I have to put a disclaimer in with the soaps, like we are not affiliated with ...?

If you want to ship your soaps to the EU then you need to comply with ALL of the EU regulations on selling cosmetics. Soaps are classed as costmetics here in the EU, regardless of their classification there over the pond. Here is a thread with some information http://www.soapmakingforum.com/showthread.php?t=41483
As to using the fragrances, I don't think there is an issue in that itself, but naming might well be trickier. I'm sure somone from over there will be able to help out with that, though.
