Reducing Water For Lye

I'm still learning how to do this CP soap stuff. If I were to reduce the amount of water for a batch by, say, 20% (that's just an example), would the soap turn out alright? What about equal weights water to lye, plus maybe 10% more water? Doesn't the water evaporate anyway?
 
I would look up on here about water discounting as there are plenty of discussions regarding it. I wouldn't suggest doing any discounts until you are comfortable soaping first with higher 'normal' amounts as it's more forgiving and gives more time to get things done before the soap starts to set.
I personally now use a 33% lye concentration on many of my recipes but I didn't start until I had about 80 batches done and I knew which recipes would be ok with this amount.
