Oil in Water vs Water in Oil???

This is really confusing me! Does oil in water have more water than oil? vice versa? Is it to do with how you mix?
Search on here isn't being helpful today,exacerbated by the fact I have NO idea what the search parameters should be! :?

THANKYOU Deda for those links! I freely admit I didn't comprehend lots but only because Im baby stepping. The lotioncrafter in particular is excellent.Have saved em for future reference.
Searched 'elsewhere' last nite & found some wonderful info as well.What a complex world emulsion formulating is.I get a little bogged down in the math/science,which I suppose is similar to starting cp,just multiplied about a 100!
