Neon colors for shower gel?

Hi everyone! I'm getting ready to add shower gels to my line but I can't seem to get a direct answer from a couple of companies that I have emailed. I'm wondering if I would be able to use neon colors in the shower gels; I emailed two companies that state that they can be used externally but not in my shower gel. I'm confused, can anyone help me? TIA

Where are you located? If you are in the US then there is a list of approved colorants that can be added to products. (Color Additives Permitted for Use in Cosmetics). Regulations differ in other countries.
