I've seen people include plain white sugar in lists of sugary things that cause a bit of heating, but I've never had any issues with it. Add it to the water and dissolve thoroughly before you add the NaOH. It may give the lye water a slight yellow tinge but it will not discolor the soap.

Something I have been wondering: Should the water be weighed before or after dissovling sugar (salt, etc.) in the water, prior to adding lye? Thanks.

Definitely before. You want the water weight, not the water + sugar weight. This is especially important if you are doing a 50% lye concentration, since you must have at least as much water (by weight) as NaOH (by weight).
