measuring EO and FO

When measuring EO and FO the recipe calls for tenths of an ounce, do I measure by weight or by fluid ounce? If it's fluid ounce, is there a conversion chart for changing to teaspoon measurements? Or should I try to measure with a pipet in ml (.5 oz= 15ml)?
