Have experimented with some pre-made bases to add to my products, but some of these bases have an ingredient list about a mile long. I don't see how I can get the whole list, and the stuff I add, onto a little cream jar label.

My question - is it OK for me to make a band (I'm thinking cigar-band type similar to what's used on soaps) to fit *VERY* snuggly around the jar with additional information (including the ingredients) that just won't fit on the label affixed to the jar? Or does it H.A.V.E to be O.N the jar?

You would have to look at the rules for what the product is.
Yes you have to list it but I believe you can list it on the cap, but yes I believe it has to be on the item.

Also note that it has to be a certain Font size too.

There are size constraints that are addressed in the regulations that allow for the kind of thing you are talking about. See section §701.13 in this link:

I would rather suggest reading Marie Gale's book on labeling as she has done all the work of pouring through all the regulations and putting it together in easier to understand terminology. She has a website where some of it may be answered, but her book is a great resource.

Thanks for the link, earlene, that's exactly what I needed and I found it! It was in section §701.3 Designation of Ingredients:

(b) The declaration of ingredients shall appear with such prominence and conspicuousness as to render it likely to be read and understood by ordinary individuals under normal conditions of purchase. The declaration shall appear on any appropriate information panel in letters not less than 1⁄16 of an inch in height and without obscuring design, vignettes, or crowding. In the absence of sufficient space for such declaration on the package, or where the manufacturer or distributor wishes to use a decorative container, the declaration may appear on a firmly affixed tag, tape, or card.
