Labeling lotions

In my recipe I have incorporated herb infused oils. Does anyone know if these herbs should be listed and if I should use the INCI name or a common name of the herbs?

Yes. Everything that goes in the lotion should be listed. I've seen INCI (common name)

You don't say where you are. In Canada, INCI names must be used and ALL ingredients must be listed, in order of percentage in the final product.
