It should be fine to use for lip balms. I would use it at a rate of no higher than 1% of your batch weight.

That is the peppermint EO I use. Use VERY SMALL AMOUNTS, I might not even use 1%.(but then I am very sensitive to peppermint EO burning). I used 2 drops from a pipette in a 28 g batch, and that was more than enough for me. I had to add more oils to dilute that out.
