I believe you need to have a seperate kitchen that is designated as a soaping space... not neccessarily commercial, but seperate. At least I know thats how it is when it comes to producing your own food products, so i think it would be the same for soap? but dont quote me on that, im not from Canada :)
 
My insurance company did not say I needed any additional space. I know when you are doing your taxes that you have to break down the rooms in your home and can only claim a % of your utilities and mortgage based on that.
So for myself, we use the kitchen for production, I have a soap room downstairs for supplies and curing, and the computer room for administration purposes.

A separate kitchen is no problem as my partner and I own a duplex and have no tenants living in the other unit. I use the second kitchen for my herbal creations as it stands anyway.

I guess the next step is to look into insurance.
