How do you add the cornstarch?
I have not had any problems anchoring citrus EO's since I started adding corn starch to my soap. 1 TBS corn starch ppo does the trick, but I imagine you would have to work at fairly cool temperatures. I add the corn starch to some of my oil, add the EO and then mix this into the bulk of my oil before adding the lye.
