does all oil product need preservative?

I have another preservative question. Ha ha And, it's because I am new to cosmetics. I have a no water formula with Shea butter, cocoa butter, sweet almond oil, beeswax, and arrowroot powder. I was told this formula didn't need a different preservative. But, it is for consumer use. Should I put on in or not?
 
What is the end product used for? If it's a product that will be used near the shower, tub or anywhere that a person may use wet hands in it, then I'd put a preservative in it.

Is it a lotion bar? Lotion bars wouldn't normally need a preservative in it.
 
I was thinking harder hand balms, and body butters. What about massage oils? Thanks so much for the help!
