High humidity can cause weeping in salt bars. I don't have that problem but I've read that eventually the soap will stop weeping as it cures. Its not really anything to worry about though.
Yeah, it possible it just really fresh soap or maybe he has a different understanding of SF. Either way, you didn't get what you payed for so don't feel bad complaining about it.
