Charcoal Bleeds

I am a newbie, but I'm really enjoy melt and pour soap making. I wanted to make a layered soap. The first layer was fine. But maybe I didn't let the soap harden enough. Anyway, when I poured the next layer ( charcoal mixed with rubbing alcohol) like it said in the recipe; it bled into the first layer. Any ideas, anybody, why that happened?

Sounds like either the first layer wasn't set enough or the top layer was too hot and melted the other layer.
