Palm oil should be melted and thoroughly mixed before you measure it out for a recipe. Palm especially has a habit of the different fatty acids separating out when solid, so it needs to be melted and re-mixed to make sure you get the right amount of all of them! IIRC from her Soap Queen videos on YT, the Brambleberry bags are designed so that you can melt them either in a pot on the stove, or in the microwave.
 
I second Flyby. Melt all of it and shake the bag well (lid on :) ). In the microwave I can have my bag melted in 5-6 min- usually less.

I'd stick the bag in a bowl/container with hot water as you're setting up to soap. This is what I do with palm and coconut so that its melted or nearly melted by the time I'm ready to measure it out. I do use the microwave for cocoa butter though, in short bursts.
