No, that's for knitting. It's 80% Merino wool and 20% Tussah silk.

100% Tussah noil silk is kinda like a blob of cream cotton candy. You don't need to cut it or shred it. Just pull off a hunk and add it to the water just before you add the lye. The heat from the lye water will dissolve the fibers.

I use about the size of 1/2 a cotton ball for 60 oz of oils.

I get mine at Scent Works.
 
Although she doesn't have any listed now, the ebay seller linked to in the OP does carry tussah silk noil at a very good price. I just received an order from her last week, 2 ounces for $5.48 including shipping. You might want to send her a message via ebay asking if she's going to be relisting more.
