Google FDA and soap or FDA and cosmetics and you will find the regulations. Basically soap is a special category, neither cosmetic nor drug, therefore it is not regulated by the FDA. As soon as you make medical claims, even implied ones ("has been known to help with...."), your soap becomes a drug and then you are in a complex, expensive, regulatory world.
"Gentle cleansing for oily skin" is probably safe enough WRT labeling.
