Google FDA and soap or FDA and cosmetics and you will find the regulations. Basically soap is a special category, neither cosmetic nor drug, therefore it is not regulated by the FDA. As soon as you make medical claims, even implied ones ("has been known to help with...."), your soap becomes a drug and then you are in a complex, expensive, regulatory world.

"Gentle cleansing for oily skin" is probably safe enough WRT labeling.

You may be able to say that the soap is suitable for use with oily (or spot-prone?) skin, Crazy8 ..... as this would be within the bounds of cosmetic use. But I'm not an expert on US regulation, and you'd need to double check this before going down this route.
