You could try blending in powdered milk in with your oils, but I personally wouldn't recommend a milk scrub. And liquid milk would dissolve your sugar or salt. As far as a preservative goes, you can safely use liquid germall plus in a scrub which is a fairly common preservative.

I use between 5% and 8% for best results.
