I'm looking at a soap that contains:

safflower oil, palm and coconut oils, sodium hydroxide, water, rosemary extract

and then various other additives depending on the "flavour" of the soap.

Would safflower be a cheaper alternative to OO? I'm just wondering why a soap maker would choose this as a main oil.

Safflower has a very high linoleic fatty acid content, therefore it is prone to rancidity in soap. The Rosemary oleo extract in the ingredients is most likely there to extend the shelf life which might be compromised because of the safflower oil. Olive has a lot more oleic and much less linoleic and it is more shelf stable. It is also more expensive. As far as the feel in soap, they will be similar.
