Weight or volume?

When a recipe calls for things in %'s do you use weights volume or both? I was making my bombs today and i need to add no more than 1% fragrence. My full mix is 1000g so i was adding my 10mls of frangrence and i noticed it was much less than 10g. Same goes for SLSA so now im wondering whats right?
 
We usually recommend weight.

Confession time - I've never made bathbombs, but when I make lotion I actually use volume rather than weight for some small quantities of things - namely fragrance and preservative. I don't want to waste by dribbling down the side of the bottle.
 
When manufactures say no more tgan 1% frangrence no wonder my bombs dont smell as stronge as i imagine they should i have been using ml. Just checking this is the same when using modified tapioca starch? Because the diffrence between 3mls and 3g is alot. I thought bomb making was going to be straight forward
 
For small amounts, since I don't have a micro scale, I weigh 10 x 1 tsp and find out the weight.
Then divide it by the weight that I want to work out how many tsp or 1/2 tsp I need.

I label the container this conversion.
 
I weighted every of my ingredients then I use cups and tbsp but strictly for BB, 1 tbsp of fo will weight about 10 g. When I add more FO I lower my amount of oils a bit. ONly bath bombs are done this way , everything else weighted
