UK testing laws for soaps

Please can any one help, there is probably a topic on this already but not come across it, does any one know of any UK pharmaceutical company's that test recipes and give certificates to cover me to sell soap? Am new to this and need to know a bit more information as when ready to sell I want to do it properly and be fully covered in what I'm doing. Many thanks in advance
