Too little water?

Do you guys think 45% water is too little for a lotion/cream?

I'm tweaking my recipe and in order to get everything in that I want to use percentage-wise the water (on paper) has to be 45%... though, in the past when I've made lotion, if it's seemed too thick I add more water later. I guess I should just adjust my percentages to what I'm ACTUALLY using...

Is this English? Am I making ANY sense?

When I make lotion water takes up 75%. In most cases I would think 45% is to little but that really depends on what else is going in to your recipe.
