The idea sounds reasonably reasonable if you use non-toxic tempera pigment, but I have not personally tried it. I gather not all tempera is non-toxic, so buyer beware on that. I would also be wary that some colors might morph from the high pH, so I'd try this in a small batch first.

The person writing about soap making on that website has some odd rules that I don't agree with or see the point of. The author also gives some advice I think is ill-informed.

For example, "...The old farm ladies carefully "tasted" the fresh soap with the tip of their tongues for the sharp bite of unreacted lye...." While that's probably true, I'm also pretty sure those old farm ladies (thinking of my grandmother) would have explained exactly how to do a zap test cautiously and safely. This writer waves her (his?) hands over those little details, unfortunately. I can easily imagine a beginner taking this advice at literal face value and getting injured.
 
no reason just posted it because I know that i have never seen this done however, I do know that Paints are made with the same pigments we use. only difference is that we are using Cosmetic grade. I also make paints for my kids using lotion and pigment powder and cornstarch for finger paints :) and i have also made tempera paints. with the pigment i have. :)
 
Tempura paint is technically non toxic, but it is not FDA approved for contact with skin. I would suggest against it in anything from face painting to soap design.
 
Water-based tempera paints are frequently made with non-toxic chemicals and adhere to safety regulations. They are therefore highly safe for all children to use. In actuality, kids are the bulk of tempera paint consumers.
