Tags vs. Adhesive Labels Question

Is it against FDA regs to affix tags around the neck of a bottle with front/back labeling information on them, rather than using adhesive labels? I've looked around for any 'legal' information on this, and have come up empty-handed. I've seen several 'mom & pop' companies do this, and I love the country charm appeal, but don't want to go against any regs by doing it.

*An example (name & company info on front, ingr. info on back or second visible part of tag):

I'm not certain but I believe your best best is to use an adhesive label to ensure the product ingredients are always visible to the user. Tags can be lost or removed which would leave a user in the dark as to what ingredients are contained in the product especially ones they might be allergic to.
 
The tag idea is super cute! I would probably do a small adhesive band around the neck of the bottle(if you were using that particular one) to list website of the company and ingredients. That way, if the tag gets lost you are still covered.
 
I hadn't considered how easily they could tear or slip off. They look cute, but could likely be a pretty unsound way to do it! Thank you for the replies. :)
 
Where the holes are punched you can use re-enforcers that will help keep them secure they would have to be purposefully pulled off that way. I have developed a love for tags and for homemade gifts I now use tags a lot.
