Soap top full of mold

Hi all

I was looking for some help. I started to note when I am using lavender or dried orange as soap tops that mold to start to grow. There are no mold on the soap itself just the toppings. I was wondering how to avoid this , any suggestions please?
 
Toppings on soap are really useless and most make a mess in the tub/shower, mold, and turn black with the exception of dried Calendula. My former customers would not even buy a bar of soap with botanicals on top. Lavender ends up looking like mouse droppings when used on or in soap.

Edited: If using pureed vegetables for water replacement you cannot leave chunks or can also mold inside the soap.
