Scent not Strong in my Candle

Hello I am trying to make some candles. I am using 12% fragrance but I am finding that the scent is not strong enough when burning. The cold throw is also very weak. As soon as I have poured the candle the scent is very strong. What am I doing wrong? I am melting the waxes to 60 degrees C and combining the oil at that temperature. I am leaving to cure for 4 days. Any advice is appreciated thank you
