I couldn't find any answer to this question, apologies for a rehash if there was.

Where can you buy pH strips without going online?

A comment on how to use pH Strips. This comes from my experience as a chemist, not a soap-maker. pH strips require water to work. They measure the base/acid concentrations in water. People might get better readings from them if they scrape a little bit of a bar off, mix that with a few drops of water and put that on the strip.

Some Aquariums/ pet supplies stores sell pH strips - to test the water of fish tanks.
 
Another place to try is garden centers as pH strips are used in soil testing as well.
 
I'm going to second the pet store suggestion, I got all my water testing supplies from there when I kept fish. Petsmart is usually cheaper than Petco, fyi.

Alternatively, you can try a pool supply store or Amazon.

As for the actual testing part, that's a good question, I've not yet tested pH in my soaps. I'm not sure how, exactly.

Edit: Also if you go with the aquarium testing supplies, there are two different types of kits, generally - one for marine and one for fresh. The marine testing strips are 'calibrated' (not sure if that's the appropriate word to use there) for testing for a higher pH and hardness because obviously salt water will be higher alkaline than fresh water.
 
Any store that sells swimming pool or hot tub supplies has ph strips, fo sho.
