Olivem anything is usually an emulsifier/surfactant, but I haven't seen Olivem 100. Do you have a link to it, by any chance? Most suppliers should have an SDS for their items.
Also, I'm not sure why you would want an emulsifier/surfactant in a lip balm?

Olivem 1000 is mainly used as emulsifier for me. Not sure what benefit it brings in lip balm. I've only used it in a hand lotion recipe and doesn't like the white marks it likes to leave on skin.

I noticed the original post was edited in April 2021, so thought i'd reply.
If you were to add honey to a lip balm, which is water soluble, then you might need an emulsifier. Apparently honey in small amounts mixes well with lanolin and acts as an emulsifier. Ive also read that honey isn't really a good ingredient for lip balm and neither is anything that needs an emulsifier. There are conflicting articles all over the net.
